The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Administration for Native Americans (ANA), supports the social and economic well-being of Native American communities by providing funding, training, and technical assistance to strengthen self-sufficiency and cultural preservation.

Three Star Government Solutions is proud to lead the HHS/ACF/ANA Region 3 Training and Technical Assistance (TTA) Center in Alaska. From September 2021 to April 2026, we provide culturally sensitive support to over 567 federally recognized tribes and hundreds of Native organizations. Our comprehensive approach includes pre-application assistance, grant management training, and on-site and virtual support to help Native communities secure and manage federal funding effectively. This initiative enhances community capacity and strengthens the long-term success of ANA grantees.

To develop, provide, enhance, and sustain quality training and technical assistance (TTA) to prospective ANA applicants and ANA grantees, strengthening the capacity of American Indian, Alaska Native, Native Hawaiian, and other Pacific Islander communities to thrive.

Three Star Government Solutions (3SGS) established and operates the HHS/ACF/ANA Region 3 TTA Center (Alaska), providing culturally sensitive training and technical assistance to support ANA grantees and applicants. The contract includes staffing the TTA Center, supporting grantee portfolios, developing training materials and curricula, organizing regional programs, and facilitating virtual and in-person assistance. Three Star works collaboratively with the Pacific, Western, and Eastern TTA Centers to deliver a unified national technical assistance program.

Key Actions 

  • Provided four categories of TTA: Pre-application Electronic TA, Office-based TA, Electronic TA, and On-site TA. 
  • Trained applicants and grantees on federal assistance applications, project development, and grant administration. 
  • Facilitated on-site support for ANA and senior government officials during Alaska site visits. 
  • Supported the annual ANA panel review, sourcing and training culturally sensitive consultants. 
  • Established and maintained a 508-compliant informational website and virtual community. 
  • Provided semi-annual written reports assessing the progress and success of ANA-funded projects. 

Outcome 

  • Successfully supported ANA’s grantee portfolio in Alaska and provided direct assistance to more than 567 federally recognized tribes and hundreds of Native organizations. 
  • Delivered national 508-compliant webinars and training sessions. 
  • Strengthened ANA’s grant review process through objective assessments and training. 
  • Enhanced community capacity to secure and manage federal funding. 

Notable Achievements 

  • Established the first cohesive, multi-regional technical assistance program for ANA grantees. 
  • Built a scalable training model that integrates virtual and on-site support. 
  • Developed a culturally sensitive framework for grant applications and program management. 

Lessons Learned 

  • Alaska’s remote geography and high travel costs posed logistical challenges, but these were mitigated through virtual platforms and strong local partnerships. 
  • Leveraging culturally sensitive personnel and knowledge of tribal communities strengthened the effectiveness of TTA delivery.
